The step is always 2 inches of chest. Length grows by about an inch per size, so a 4XL is three inches longer than an XL. That matters for bigger players, because a short jersey rides up when you bowl, jump or reach.
Do bigger sizes cost more?
No. Every size in a fabric is the same price, from XS to 4XL. Many teams have one or two players who need 3XL or 4XL, and charging them more is a poor way to start a season.
How a 3XL or 4XL jersey should fit
Measure the chest under the arms and pick the size with that number or the next one up. If your stomach measures more than your chest, measure around the stomach too and use the bigger of the two numbers, because a jersey has to clear the widest part of the body.
For basketball the loose look is normal, so going one size up is fine. For football and kabaddi a close fit is better, so stay at your measured size.
